Every date above follows from 31 CFR 1022.380(b)(2)-(3), the same regulation the method page quotes in full:

The initial registration period is the two-calendar-year period beginning with the calendar year in which the money services business is first required to be registered. Each two-calendar-year period following the initial registration period is a renewal period.
The registration form for a renewal period must be filed on or before the last day of the calendar year preceding the renewal period.

FinCEN’s own 2007 renewal notice worked this exact math: an MSB last renewed in 2005 was due again December 31, 2007. The same arithmetic covers an initial registration too, one year earlier: FinCEN’s own BSA E-Filing instructions work through a business that registered October 15, 2003, whose first renewal came due December 31, 2004, then every 24 months after that. Why this differs from the /check estimate

The lookup at /check reads a registrant’s last filing date from FinCEN’s public export, which carries no flag for whether that filing was an initial registration or a renewal, so it applies the renewal rule uniformly and discloses the one-year uncertainty that follows (see the method page’s own honest limit on that). This calculator asks directly instead, which removes the one thing /check has to guess.
